No, the Government changed in Russia in 1917, thus a communist nation arose. Then by the late 1980's everyone had enough of communism, thus the collapse of the Soviet Union.

When you put a slave collar on somone, you have the option of taking any of their items, before sending them on their way. It's a win-win.

Oh yeah.. there's a slaver quest that requires you to go to a children's community and enslave the youngest child there (age 6 I believe). Probably the only time I've rejected a quest. I just couldn't do it :stare:
