I IP banned him twice. His ISP is one that either regularly rotates IPs or changes his when he disconnects his router. Either way, I don't think he understands the concept that they all come from the same IP range, or that I have the means to report him to his ISP should he continue.

uh huh. Well my router has one of them rotating IP addresses, but you'd probably know its me since I'm probably the only one who uses TelstraClear. (Which is quite a good ISP, but my mum decided that 256kbps download was fast enough P_P )

Dynamic IPs actually only change slightly when they do rotate. They essentially stay the same, which is how you know when people who were banned have returned (it's also how range bans work).

She opened it and found a brand new bathroom scale.

Bob has been missing since Friday.
